[ IBCC Tournament Rules for 2004 ]
The Tournament, Teams and Entry Requirements
1. There will be two tournaments, run in parallel. One will be all even games, the other will be handicapped. In the handicap tournament, the registered ranks at the time the game is played will be used to determine the handicap. These ranks must be confirmed by each player's respective club/association. The handicap will be the two thirds(2/3) of the number of stones per rank difference.

2. Players are encouraged to play as many games as possible on the Dash&Dot site http://www.dashn.com/english before the tournament begins.

3. Teams will consist of exactly 3 players, one of whom will be the captain. All players will play in each match.

4. The even game tournament is open to all registered Dash&Dot users. The handicap tournament is restricted to those players who have finalized confirming their ranks through the tournament director sdhahn@dashn.com.

5. Players may represent only one team in the tournament, but that team may enter both the even and handicap tournaments.

How to enter
1. Teams will be formed by individuals and a captain selected.

2. The captain will send an e-mail to sdhahn@dashn.com with the subject "Dash&Dot Club Championships Entry". This e-mail will contain the team's application form, which can be downloaded at the Dash&Dot site http://www.dashn.com/english

3. All entries must be received by 23:59:59 (GMT+09:00, Seoul) on February 15th (the deadline has been extended for 15 days), 2004. Submission : E-mails timestamped later than this will be rejected. applications (name & photo of players, team name, ID, Nick name, contacts, etc.)

4. Due to the anonymous nature of accounts on Dash&Dot, it is impossible to determine whether an individual has entered twice with different accounts or whether a player has concealed a higher rated account in the registration. If it is discovered that this has happened then all games played by that player will be declared to be losses and that player will be prohibited from playing in future tournaments.

The Matches
1. Match time schedules should be decided upon beforehand between the team captains. The submissions of finalized schedules are important for the progress of the club tournament due to the different time zones that participating players are located.

2. Each match will consist of 3 games. Team members must be ordered in strength and the strongest will play on board one, the second strongest on board two, and so on down to board three. The playing order will remain throughout the competition. Each team captain must notify the results of their matches by reporting them on the bulletin board at Dash&Dot's site http://www.dashn.com/english.

3. The following rule set will be used for all games: Free game, Korean rules (which is almost identical with Japanese rules), 30 minutes basic time, 30 seconds byoyomi 3 times, but the Championship Division will have 40 minutes basic time.

4. Dum(Komi) in even games will be 6.5. Handicap games will be played at the usual handicaps (two thirds (2/3) of stone number per rank difference up to 9 stones) and white will receive 0.5 komi.

5. When a game is being played each player MUST type "Dash&Dot Even Game Tournament" or "Dash&Dot Handicap Game Tournament" so that the game can be identified in case of dispute. If there is a dispute and the game cannot be identified in this way it may, at the tournament director's discretion, be declared void.

6. Color in even games will be determined automatically.

Determining the Winning Team
1. The teams winning each match will be awarded 1 point.

2. If a game is not played then no point will be awarded for that game (see below for how to appeal if the opponent refused to play.)

3. If a game ends in a "No Result" it will not be replayed -- 1/2pt will be awarded to each team.

4. The team with the most points will be declared the winner of each division. In case of a tie, matches between the tied teams will be played to determine the winner.

5. If your opponent does not show (forfeits) at the arranged time you should try to rearrange the match if possible.

6. If you try to set up a match with your opponent and he does not respond send an e-mail to sdhahn@dashn.com. If the tournament director is convinced that you tried in good faith to arrange a match you will be awarded the game.

Scheduling and Reporting Results
1. The tournament director will post all pairings for all matches on a web page. Players will then contact their opponents by e-mail or by direct contact on the server. Do not leave messages for players as they may not log on for several days.

2. All games must all be played before the championship completion date. Teams do not need to play all their games on the same day and there is no requirement for which order the games are played. It is acceptable to arrange any of your games for any time.

3. Results do not need to be submitted. They will be read automatically from the game log. The tournament director will compile all results and publish current standings on the web page.

Promotion and demotion, adding new teams
1. This tournament will be run every season. All teams which participate in this tournament will be eligible to participate in the next tournament.

2. Changes in team memberships will be permitted, but in order to be considered two members of the same team must remain the same. Otherwise the team will have to drop out and re-enter as indicated below.

3. The top team in each division will be guaranteed promotion to the next higher division for the next tournament.

4. The bottom team in each division will be demoted to the next lower division for the forthcoming tournament. Two teams may be demoted if needed to permit an appropriate alignment of teams.

5. New teams will be accepted for the next tournament subject to space limitations. All efforts will be made to accomodate any new team wishing to enter. If there are enough new entries a division may be split into two sections with a play-off between the winners of the two sections.
